Start with the parcel and a written scope

This comparison is for structural removal and reconstruction at an existing residential basement. It is not a permit exemption guide for crack injection, tuck-pointing or minor maintenance. Those narrower activities can have different rules. Confirm the municipal boundary first; a mailing city, ZIP code or county name is not a reliable substitute for the parcel’s building authority.

“Confirm with the reviewer” means the city’s public material does not establish a universal answer for every replacement. It does not mean no engineer, permit or inspection is needed. The issued permit and approved documents govern the actual project. Requirements were checked September 21, 2026; recheck the linked city instructions when applying.

Describe wall length and height, existing and proposed material, temporary support, footing work, excavation, drainage, utility changes and restoration. A label such as “basement finish” or “waterproofing” does not adequately explain structural removal.

Three documents that should not be confused

Design before construction

A structural design defines what is to be built and the assumptions behind it. A city may require sealed plans, calculations or additional site information. A generic product brochure or a contractor’s estimate is not the same submission.

A site or plot plan

A site plan addresses the location of work, property boundaries, grading, utilities and other site conditions. A rule waiving a new plot plan for certain repairs does not also waive structural design. KCK’s residential instructions make that distinction particularly useful. KCK residential requirements.

Observation and completion records

An engineer’s observation or final report documents work at a stated stage or completion. It does not automatically replace city inspections. Overland Park expressly rejects third-party inspections as substitutes for its own foundation inspections. KCMO publishes a final engineer-report process for typical one- and two-family foundation reinforcement repairs; a rebuilt wall requires its own scope-specific inspection determination. Why Overland Park needs a closer look

Overland Park adopted its 2024 Residential Code ordinance effective June 30, 2026. Section 16.310.R401.2.1 identifies engineered-design triggers involving groundwater pressure, certain soil classifications, unsupported backfill, wall height, fill, slopes, mixed soil/rock bearing, historic problem areas and stepped foundations. These are conditions to evaluate, not assumptions to make from a neighborhood name. Ordinance BC-3513, section 31.

Its drainage amendment also contains defined exceptions; it does not excuse drainage because a homeowner has never seen standing water. Ask the designer to document the applicable conditions. Check what the building permit does not settle

  • Historic exterior work: KCMO’s locally designated properties can require a Certificate of Appropriateness for changes visible from the public right-of-way. Independence also publishes a preservation matrix that includes foundation repair. Check the property and the visible scope. KCMO preservation; Independence review matrix.
  • Utilities and public space: utility relocation, sewer work or excavation in public right-of-way may need a separate approval. Raytown identifies Public Works responsibilities for sewer and right-of-way permits. Raytown permitting responsibilities.
  • Floodplain and grading: disclose mapped floodplain conditions, grading and drainage changes when submitting the scope. Overland Park’s permitting guidance includes a separate floodplain-development process. Overland Park permit guidance.
  • Private restrictions: review the actual easement, association or shared-access documents if the project relies on them. A city permit does not create permission to use a neighbor’s property.

Build one project packet before comparing bids

  1. Identity and location: property address, parcel information, confirmed jurisdiction and the entity applying for the permit.
  2. Existing conditions: safely obtained photos, known wall material, previous repair documents, original or addition plans and a description of concealed areas.
  3. Proposed work: clear removal limits, design documents, support responsibilities, footing assumptions, drainage details and site restoration.
  4. Permits and credentials: required contractor licensing, project applications, trade permits and any additional review triggered by the property.
  5. Construction checkpoints: inspection stages, professional observations, notice periods, who schedules them and which work must remain exposed.
  6. Closeout: approved changes, city final status, required reports, warranty documents and the final drainage/restoration record.

Ask each bidder to identify what is included in its contract and what you must obtain separately. An allowance for “engineering” should say whether it covers assessment, design, revisions, construction observations or only a completion letter.

A permit fee is not the total design-and-approval budget

Most of the listed cities assess charges using construction valuation or a project category. The amount on a generic foundation-repair handout may not apply to a complete replacement. Plan review, trade permits, professional design and site-specific reviews can be separate items. Ask for the actual assessed fees once the city has classified the scope.

Do not use a fee table as a construction-price calculator. A wall-length estimate does not capture excavation, temporary support, a damaged footing, utility conflicts or interior restoration. COMMON QUESTIONS

Before you make a decision

Does a foundation contractor’s license replace a building permit?

No. A contractor license or business license concerns eligibility to perform work. The project permit concerns a particular address and scope. Required design documents and inspections are additional parts of that process.

Do all ten cities require an engineer-sealed plan for every kind of foundation repair?

The verified public requirements differ by city and scope. Prairie Village expressly requires sealed plans for structural foundation repair, and Overland Park lists engineered-design triggers. Elsewhere, confirm the replacement submission with the reviewer. A requirement for a new home does not by itself establish the rule for every existing-wall repair.

Can work begin while the permit is being reviewed?

Plan for approval and permit issuance before structural work begins. If an urgent condition requires immediate attention, ask the building authority how to handle that specific situation; a submitted application is not an issued permit.

What should a contractor confirm before pouring or backfilling?

The approved plan, all inspections and professional observations required at that stage, any approved revisions, and whether work must remain exposed. The exact checkpoints come from the permit and design, not a generic construction calendar.

Will this guide tell me the exact fee?

It identifies published fee bases and categories, with their limits. The city must classify the submitted replacement scope, assess its valuation and identify additional charges before there is an exact project total.
