Raytown permits are separate from KCMO permits
For work inside Raytown city limits, begin with Community Development’s Building and Inspections division. The city reviews plans, issues permits and conducts inspections, and its building-permit page links the online permit portal. Check who is eligible to hold the permit
Raytown requires contractors to have a current city business license, checked before permit issuance. The homeowner permit exception is limited to an owner who resides in the house and physically performs the work. It is not a substitute for a hired contractor’s required license. Before accepting a proposal, ask for the legal contracting entity, who will obtain the permit, and who carries responsibility for subcontractors. A business license, an issued project permit and an engineer’s design each serve a different purpose; one does not establish the others.

Identify the wall before comparing repair methods
Do not select a replacement method from the house’s construction year alone. Identify whether the exposed wall is concrete block, poured concrete, stone or a combination. An addition or an earlier rebuilt section may use different material from the original house. If finishes hide the wall, record “not sure” rather than guess.

Bring prior reports, bracing or anchor plans, dated photos and warranty paperwork. Ask the assessor to distinguish a new symptom from an old repaired area. A replacement recommendation should explain its limits: which wall section, which corners, whether the footing remains, and what connects the new work to the retained house.
Agree on inspection stages before agreeing on dates
Raytown’s permit guidance requires the permit before construction. The city lists its adopted building codes and reviews the plans submitted for the proposed work. Ask the reviewer to specify the structural documents, required seals and inspection stages for the replacement; a general permit handout does not establish a blanket engineer exemption. The city’s current permit page and inspection page give different scheduling lead times. Confirm notice requirements directly when the permit is issued, especially before a pour or concealed-work stage. Put the responsible party next to each checkpoint: plans approved, support arrangement ready, exposed structural work reviewed, drainage documented, final inspection complete. Ask what record you will receive at closeout and what event releases the next construction stage.
Define where the project ends outside the wall
Walk through the access and restoration scope while the contractor is estimating. Identify fences or gates, an air-conditioning unit, steps, a deck, paving, planting beds and the route used to remove rubble. A low wall-only price may exclude substantial work around it.
Raytown identifies sewer and public right-of-way permits as separate Public Works matters. If the proposed excavation or utility changes reach those systems or public space, have the contractor resolve that additional scope before mobilization. - List what is protected in place and what is temporarily removed.
- Define the finished drainage route and final grade.
- Specify whether concrete, steps and landscaping are reinstated or left for another contractor.

Raytown’s posted comprehensive fee schedule, dated November 1, 2024, lists a building-permit base of $25 plus $5 for each $1,000 of valuation or fraction, with a separate construction plan-review charge.
